Simple mechanics for running orderly downtime

Would love your feedback on this.

My players are about to enter chapter 2. I've explained how downtime will work already to them. Here's how it'll go:

They'll get three weeks of downtime. I'll break each week in two 5-day sets.

For each week, they'll get 1-2 "actions," which are the downtime activities listed in the PHB, DMG and Xanathar's Guide. Or another if they come up with something interesting to do. Most of these activities require 5 days or more to complete. Some players will complete two activities in one week. Others will finish only one or just continue working on another activity that requires more than 10 days.

Also for each week, they'll get 1-2 "bonus actions," which are short activities that will take a day or less to complete. For example: "An NPC contact comes to you with a short mission to check something out. Do you accept?"

Also each week, they'll get unlimited "free actions," which are simple encounters or instances were the players are given information. For example: "A newspaper clipping on a notice board catches your attention" or "A cloaked figure approaches the group and wordlessly hands you an envelope."

Each week, the players will roll for "initiative," which determines the order the players will play out scenes. We'll shift from player to player, scene to scene, much like how combat plays out.

My hope with this is that the pacing will be good and the play will fun for everyone. If it works well, I'd consider running this format after W:DH ends--should the players decide they want to stay in a city setting. I think the mechanics above work well for a city-based campaign.
