Impirren Riley the Nickol, so many centuries ago, instituted the first Californian Five Year Plan during his enlightened rule of Pre-Fall California. After the Fall he kept at it, and when he died and The Impirrenship fell he had just declared the tenth Five Year plan. By the time that the Impirrenship was reformed after the Second Fall, the Five Year Plans were reinstituted. Now, Impirren Riley II decrees his first, yet overall the twenty fourth, Five Year Plan.

And so, here it is.

DOMESTIC/ECONOMIC PROGRESS:

• Increase of population growth rate from 3% to 7% by 315 RY.

• Colonization and Integration into the Rekta System of the Redwoods, the Coast Ranges, and the Southern Deserts.

• Construction of a new drydocks in San Francisco Bay.

• Construction of new port in San Francisco Bay

• Reirrigation of Great Valley.

• Renovation of San Francisco.

• Encourage use of Californian Highway system.

• Construction of railways in industrial areas to carry goods.

• Reintroduction of industrial workshops to the urban areas of California.

• Administration-sponsored whaling voyages into the Pacific.

• Increase availability of healthcare to expectant mothers.

• More effectively utilize Rekta Laborers for government projects.

• Encourage usage of monies in foreign trade

MILITARY PROGRESS:

• Bring Rekta Conscription to any newly integrated regions.

• Continue recent advancements in gunpowder technology.

• Encourage Rekta Conscripts to stay with the military professionally after their service requirement is met.

• Increase number of trained bureaucrats in Administration through compulsory examination of urban children at age thirteen.

• Reward loyal Rekta submitters (type of reward to be determined).
