At Kan-Uy, the golden eagle flies proudly.
The Grand Assembly stands completed. It's vast concrete form emblazoned in red, with great trimmings of gold across it's face. Within the compound lie enough residences for all visiting officials and their representatives, with room to spare. It is bedecked with wide hallways, great rooms for justice, small rooms for quiet talks. Kitchens, a stables, lounges. Many could live within the building and never need for anything outside.
The pride of the structure however is a vast inner arena, huge and circular, within which all the representatives sit. Above is a massive, pale white dome, with crude alcoves built in above to allow light through. It seats several hundred, and within are lit many hundreds of candles at all times. There are several entrances all around, allowing officials to enter and leave at all times from all places, but one is raised higher, leading directly west to the Almira Bey Palace. From here comes Almira, or her Regent Guli, to watch over affairs and directly travel to their seat in the centre of the hall. Sat below are the speakers and moderators, who run the Assembly with it's daily talks.
From this centre, the structure of the Beylik has been dismantled and rebuilt once more. Demands of the smaller lords to be represented have to be taken into account, and Guli will take no risks.
At the top of the new system still lies Guli, regent of Almira Bey. In lieu of her daughter, she exclusively commands the attention of the armed forces, and holds final say and veto in all matters of state. As an offering of respect, she only speaks and sits in on matters of national importance or concerns of her own arrangements.
Below is the Speaker, who is elected from the other members to moderate, sacrificing their own say in exchange. They decide who can speak, and when, and relay reports on the goings of the Assembly to the Regent when she is not present on a meeting.
Then are the assembled representatives. They are the voices of each recognised City/Sovereign Region under Almira, and they each have a certain amount of voting power depending on their importance. This currency of use is determined by the speaker and the Regent once a year, and is doled out publicly. This prevents the need for multiple representatives from each region, and prevents the Assembly from being flooded with people.
There are also a number of tasks that are given out at the regents request to be undertaken by a certain representative every year. Such as ensuring that a certain infrastructure task is undertaken, that a certain village is pacified, that unincorporated territories are governed. These positions provide opportunities for representatives and regions to stand out for the next year of power projection.
As a system, it is a significant improvement but also somewhat unwieldy. It relies on a huge amount of input by the Regent, who for now is certainly interested enough to do so. It also prevents these officials from doing more than speak, or from engaging in much detailed politics, especially since the two people actually worth winning over are the Speaker (who cannot vote or speak in favour of anyone) and the Regent (who frankly doesn't care about you or your problems). How long it will last remains to be seen, especially when Almira Bey reaches adulthood.
