Asking as an outsider; does washington use salt on roads during winter?

I visited WA over the labor day weekend and hanged around from Olympia to Seattle sightseeing and visiting relatives. However, driving on I-5 feels rough similar to what I have once experienced in ther North East part of US which also is known for salting up roads during winter. Hence, I am just wondering if the rough road on the I-5 section between Olympia to Seattle is an aftermath of road salt or lack of road maintenance/upgrades?
