Are these warts?

I used to work in a pretty wet environment and these have been on my feet for several months to a year. I saw my doctor and he prescribed me 5% imiquimod cream, 60 applications, once every other day. It's been a couple months and I'm not seeing any difference. The first pick is of my left foot. The second one is of my right. You can see my left has a bunch, but my right only has a couple. Should I just keep doing what he prescribed? Should I go back? Should I see a demantologist?
