Is this the start of a wart???

Hey y’all, so I got a new pair of shoes a few weeks ago and ended up with a blister on my right foot (the little dry looking spot on the left side), I bumped it the other day while at work and yesterday it started to get all red and puffy.
Also last year I dealt with a terrible infection on the same foot 😬, any ideas?
