Where are the recipes for how many parts you need for a PO-2 and where do you turn the parts into them? This is so bizarrely confusing

Nowhere in the event announcement can I see any mention of the recipe, and going to recipes in the PO-2 itself in the workshop just says tape and gnomes, nothing about airframes or struts or auxilliary materials etc. ...???
There are also supposedly multipliers for game modes but I don't see those anywhere in the announcement either?
Where are the actual clear rules lol
