The rockets are aimable vertically only, to an extent
Minimum range when you are on flat ground seems to be almost exactly 800 meters
You cannot aim the rockets horizontally, but you can use "C" (freecam) to line up the flat side of your tracks toward the enemy as if the two ends of your track were front and rear sights to pre-judge horizontal aim, much like with the Matilda Hedgehog.
It's roughly 4:1 on the aiming sight for meters of drop for your APHE shell versus for rockets, for estimating starting shots beyond 800 meters. Obviously gravity isn't linear like that, but gets you in the ballpark
Unlike the hedgehog there is no marking at all in the sights for the rockets, but you could definitely add some with custom sights in the future and use the aiming trim axis to see it.
With the 6 rockets available, I can range in anything on the test drive range and kill it reliably before running out now, but only provided they politely stand still for 30 seconds...
I think it may actually be more feasible to pre-scout common maps you get and find a known ranged location to a cap point and use it that way.
Overall, very similarly (not) useful to the matilda hedgehog, a slight slight improvement in mechanics but also a significantly higher BR where such shenanigans won't fly as easily. It probably kind of cancels out to similar effectiveness.
