USS Moffett a good premium to buy in the current game state?

I'm thinking of getting the USS Moffett, due to it's high SL modifier, and i dont understand why it's so high. Is it because it does poorly in the current game state? Or is it a bad vehicle in general, like the chinese Ki-44 at 3.3?
