How to Fix HE and make it more realistic (and fair) at the same time

So, the HE rework has upset many people, myself included. My issue with the HE rework is that it is extremely unrealistic and inconsistent as it kills a tank for "Hitting an internal component", this is a not very refined way for implementing this. My suggestion/fix to the issue: instead of checking for if an internal component was "hit" it should simulate shrapnel. The amount of shrapnel that is simulated should be directly proportional to the shell's explosive mass. More shrapnel should be simulated for lightly armored vehicles than a heavily armored vehicle, Light tanks should keep the old HE model, due to having substantially less armor to spall. But more heavily armored tanks, like the Tiger H1, should also have less spalling, due to having more armor, which dissipated the energy of the blast. With this new model, HE is effective against open top, and light tanks, mildly effective against medium armored targets, and against thick armor, HE would spall *some* of the armor, but not usually enough to wipe out the whole tank. This is more realistic than the current method, and would surely please some people.
