Would Cold War Thunder work with nerfs?

Watching Dogfights got me thinking...
Would an massive Cold War update with nerfs be workable and balanced in this game? Gaijin is no stranger to making changes for balance reasons. (Tiger II H turret plate etc etc)
Lock-on missiles that can be used in only VERY specific situations or else they would miss?
Or Afterburner jets cut off to a lower fuel load??
Anyone got any input as to why this wouldn't be possible or unbalanced?
