Trouble updating after long break

Hey everybody. I just came back from about a 2 month hiatus of playing on my PC and for some reason the launcher will not update. I've uninstalled the program from steam and tried redownloading it to no avail.
It always gets stuck downloading somewhere. Says "0 bps" download rate with an infinity symbol for the time remaining. Pausing/restarting has no effect.
Anybody run into this? Any ideas?
