Returning player needing help finding deck building rules!

I havenât played since the drop of Beastgrave, but I have still been collecting all the cards/models. Where can I find the rules about formats and deck building? I hear there is a new rule letting you only have a certain number of âscore immediatelyâ/ surge cards, but I canât find it anywhere. Any help would be awesome!
