Why are Tac Squads bad but Battle Sisters good?

Perhaps a dumb question but I constantly hear talk about Battle Sisters Squads being good and Tactical squads being awful. Yet I feel like beyond being similar in rules that they even fill a similar role in both armies.
Maybe a dumb question but what am I missing that makes Tacs so awful in comparison?
