Question regarding chapter command warlord traits

Do these warlord traits only apply to characters you've upgraded via the chapter command rules or can named characters use them too? If i upgrade a primaris librarian to chief librarian, it gains that keyword and gets access to the psychic mastery warlord trait. However can i give this same trait to chief librarian tigurius because he already has the chief librarian keyword? Probably a dumb question but I can't find a definitive answer and want to make sure I'm not giving myself anything i shouldn't.
