Start Collecting Orks Set decent to face off against Primaris in Starter Box?

I'm looking to get into 40k with 8th edition, at least casually in the basement. I've preordered Dark Imperium and am looking at Orks. At least to start I'm going to need to have 2 sides to square off against each other for when a friend comes over to play.

I know 8th is still new and not a lot of people have hands on play, but are the Start Collecting boxes roughly equivalent to the forces in the starter box? Thinking of ditching the chaos marines and playing Primaris vs Orks (or another Army), but I want to make sure the Start Collecting box is enough and I don't need to pick up a few other things.
