I am in no way trying to whine or rant. I just feel like deep strike should be more of a tool to use to dampen the advantage shooting has in 40K in general.

Rapid ingress has done a lot to make deep strike more viable in this regard, but I think it is still not that good of a rule to have unless you have a lot of ranged damage potential in the deep striking unit. Decent situationally, but easily countered and/or punished.

I think units should be able to come in within 3" but can neither shoot nor charge this turn without spending CP on a stratagem that allows them to shoot (no charges though). There still would be the option to drop in from 9" with the possibility to shoot and charge as normal.

This would allow deep strike to be an actual pressure tool that gunlines have to respect and plan for instead of just being able to screen out half the board and shut down deep strike. I am aware that there are stratagems that allow you to do so, but I feel those and rapid ingress are really the only ways of making this rule worth it.
