Beginning 40k - Need army advice

Hey there,

I haven't played any Warhammer games in about 8 years (the fantasy version) and am looking to get back into it. This time with 40k as a hobby with my wife (we loved the gaming before two kids...).

She is pretty set on playing Space Wolves so I'm a little unsure of what to start with. I was considering T'au or Skitarri because they look neat with lots of shooty stuff (as opposed to melee). I'm leaning more towards Skitarri because it's my understanding that I could field both those and Space Wolves in battle together because they share the Imperium keyword? This would help me a bit if I could use her troops because I'd like to play competitively, here not so much.

Also, it looks like I need an index for these armies? Are the codex for each no longer valid? I'm struggling a little on what absolutely needs to be purchased. It looks like Games Workshop has the base rules posted on their website without the fluff for free. Do I still need the full hard cover book to be able to play in tournaments?

Finally, any recommendations on what units/boxes are a good first buy for those factions?
