Cephalon Simaris and the Outer Terminus

So Cephalon Simaris says; "I will prepare you for the evils beyond the Outer Terminus"
The in-game description of Pluto has this: "The shattered Outer Terminus of the Solar Rail Network is located here. The Corpus work to rebuild it."
Does this mean that DE will eventually be adding more solar systems to the game?
Just a thought.
