What's the definition of "unlocked"? - aka, is this really a bug?

Just curious, exactly what does "Unlock all nodes in this system to deploy a resource extractor" really mean? Does it mean that I can play every node in the system (without needing to actually play every node), or does it mean that I need to have played every node?

On Earth, I have all but two nodes played - Gaia and Lua currently have the white outline on it saying I've unlocked it but haven't played it just yet. I remember from before U14 that I was able to place an Extractor despite not having played the last few missions - do I need to have completed them all now in order to place / reclaim my extractor?
