Basically as title says, I’ve seen other posts about capturing them but nothing recent or for console, are you no longer able too?

Edit:Finally was able to capture two in the Vertruse Tomb but still haven’t got the option in others. Seems to just be the capture system itself that’s buggy as have had the same difficulty with humans and animals.

It's definitely possible, I finally did it yesterday. But it takes just long enough to think it's not going to work. Keep at it, after a good number of rests they'll eventually join. It just takes a while. Maybe 10-15 rests? Something like that.
