Why do both USA and Russia include China as a target in most nuclear war plans during the Cold War?

Like, are they acknowledged as a strategic adversary to both and should be neutered before the ensuing vulnerability? Is there any confirmed plans, too, China intended to seize Siberia with such a calamity? Why would the USA also consider them a threat, the danger to regional allies? The potential to rise as a replacement superpower?

China has a very interesting history during the Cold War, like their divisive relationship with the Soviets... I wonder how much this has changed today, but modern plans for nuclear war are practically unavailable nowadays.
