During the Iran-Iraq War, Iran made serious efforts to invade Iraq and (presumably) try and take control of much of southern Iraq, particularly the heavily Shia parts
In the aftermath of the Gulf War, Iraq was in shambles. Much of its military had been destroyed. It's entire air force had been destroyed. There were enormous popular uprisings against Saddam's rule, all across Iraq but particularly in the North and South, in areas near the Iranian border. What was left of the Iraqi military was engaged in a desperate fight against this uprising, scattered away from positions able to resist the Iranians conventionally. Many of the anti-Saddam rebels were even explicitly pro-Iran, and many had crossed the border from Iran to join the rebellion
Why didn't Iran invade Iraq at this moment of extreme Iraqi weakness?
