Vladivostok was the furthest terminus of the Trans-Siberian railroad, and is located close to Russia's border with then Japanese-occupied Korea. Once Port Arthur fell, it was the only location in the Russian Far East capable of basing a navy of any real strength

Yet during the Russo-Japanese War, the Japanese never made any effort to capture the city, just launching a few naval raids on it. Why was this?
