Does anyone else remember seeing these in city hall in the late 80s?

First photo is from 1986 when I went to Disney World for the first time and they were celebrating 15 years. It was just simple birthday cake shaped hedge.
A few years later though I remember enjoying some time in City hall and posing with life like figures of tv characters like Launchpad here and some movie characters. Does anyone else remember this? How long were they around for? I want to say this was taken in 88 or 89.
