ELI5: Ride sponsorship at Epcot. Why?

Can someone please explain why Epcot has ever needed "sponsors" for rides to operate? Why did Horizons need GE if it was already built and staffed? I can see how a branding partnership could be advantageous for an external partner for marketing purposes... GM and Test Track go together like lamb and tuna fish (or spaghetti and meatballs, if you like that analogy better). But why couldn't Disney sustain operations of these attractions just like any ride in any other park in the world without a "sponsor"?
