We noticed it the most on Arizona Modern Hard. On some holes it seems nearly impossible to get better than par, while on others it seems like any basically competent player can get a birdie. Other courses have similar problems. We were joking that whoever chose them doesn't actually play golf, but I assume the hole designer decides the par and the holes are obviously designed by people who know what they are doing. They do seem to sort of cancel out so that overall your score seems about right for how well you played. So I have to wonder if this is intentional so that good players aren't always making birdies and weaker players aren't always getting bogeys.
