Major Universe Mode Problem

So, whenever I set my rivalries and sim to the next PPV, I always end up with a card filled with non title matches. This is because somehow in the weeks leading up to the PPV, the game decides to just set random title matches that also seem to be won by jabronis like Baron Corbin or Bronson Reed.
Is there a way to stop this from happening?
