How am i supposed to beat indomitus campaign?

The game only let's you do elite if you get all medals, the only way to get all metals is for all team members to survive, the only way for them to survive is upgrade them alot and the only way to upgrade 2 out of the 4 units is with repair tools that only drop from the fucking elite campaign.
What the actual fuck is the expectation of progression here? I'm stuck at a hard wall until I get repair tool and I can't access the fucking missions that drop it wtf?
