What does tactical link affect in MyClub?

Does tactical links only affect team chemistry or does it also affect a players performance in game? I have 2 guys, Harit and Texeira who i like at AMF(texeira gets a big bonus there). Harit has a much higher ceiling stats wise but has only a couple of tactical links and a low tactical score for most( so he will probably never change). Texeira has full tactical links but i know he will never reach as high a rating.
If tactical links only affect chemistry than i can make Harit work but of it also affects play in game than i will stick with Texeira.
