Question about I594 I couldn't answer from reading the RCW, re FFLs

Recently moved back to WA, and the last time I lived here 594 hadn't passed yet.
The question is, do FFLs need to do a background check on themselves if they buy a gun off someone? What about if you have a C&R, can you buy something with your license without needing to do WA's background check, since the federal government wouldn't require one?
Just trying to see if it's worth renewing my C&R, since I got it in CA before realizing that it was useless there, don't want to bother again.
