For the life of me, I cannot seem to read at a good pace.

I have a problem with not being able to read through a paragraph without stuttering, mumbling or skipping a word all together. If I read faster, I mumble and skip words. If I read slower, I’m only reading a word at a time and can’t predict what comes next. Taking moments in between to breathe helps a little, but… not much. I don’t enunciate sometimes and mumble my R’s, D’s and T’s. How can I fix this?
