Which is a better deal – $100 IPL to remove 3-4 scattered broken capillaries, or $300 for a full IPL facial?

I got these quotes from 3 different spots, pretty reasonable prices. I'm trying to remove 3 or 4 red dots (broken capillaries) that are scattered on random spots across my face.

One place said they would charge me for a "small area" even though they aren't all in one area.

The other place recommended a full IPL facial 'focusing on vascularity'. That sounds kinda cool because I'd get a full skin treatment, not just the capillary removal, but I worry it wouldn't be targeted or intentional enough to actually remove the capillaries. I do have red cheeks from visible veins, which would be cool to reduce but not my goal here.
