Premiere Plugin that adds a simple border

I know of many ways to make a simple border around videos, you can do it with Nesting, Color Mattes, and/or even Drop Shadow.
Is there a plugin that simply adds a colored background of my choice around a video? Typically for a PIP. Rounded corners would be a nice optional add.
(Right now using CI Feather Crop which does the above but it is like a decade old and doesn't use modern rendering internals, hence very slow.)
