Does anyone know of software or ways to create stingers or transitions? Preferably without adobe?

I’m trying to make some stingers or small “title like transitions” for use on stream or random inserts into videos (mainly streaming).

I have Sony Vegas pro 15 and nothing adobe because I hate subscription fees...I know it’s doable mainly in After Effects but I can’t seem to track down an alternative or if I can just make them in Vegas.

Are there any alternatives to this? Even better if there are any apps for like iPad Pro since I could MUCH easier draw something than use my mouse.
