Want to replicate a refraction effect for a bit

So I've been editing a devlog for a game, and partway through the video I make a joke about Illuminaughtii's spat with LegalEagle when discussing the license I'm releasing the level generation code under.
Basically what I want to replicate is this aesthetic Illuminaughtii would use in her videos. Like specifically that subtle refraction over the scrolling sprites, where it looks like the image is getting offset by a cut gemstone or something.
