Civilian Practice Surgery on VA SCD

Trying to figure something out and leaning on the experts here. I have a SCD for 10% on my right knee for a meniscal tear back in 2012. I just had surgery to try to alleviate some of the pain this past May but it was unsuccessful and honestly made the knee pain even worse. Could I file for an increase or since it was an elective surgery, am I just SOL?
