Custody court hearing office says DEA and CHAMPSVA are worthless because I don’t pay monthly for the services

So apparently putting my life on the line and being 100% disabled doesnt count as payment for my daughters healthcare and education. The hearing officer said it doesn’t factor into healthcare provided by me whatsoever and they still penalize me as if it were nothing.
Edit: I’m not asking for a discount on child support. I don’t think I should have to pay for private insurance in addition to support I pay because my dependents are covered by champva. It effectively makes champva worthless.
