Using Post 9/11 after getting degree

Hello, my father is retired Air Force and 100% disability rating. We were talking about college and he mentioned he paid $30,000 for his bachelor’s degree which confused me because I asked if he used his Post 9/11 to which he said no because he did not know he was eligible for it. My father retired in 2004 and from my understanding would’ve been eligible. My question is, since he was eligible for the post 9/11, can he apply for it now and be reimbursed for his bachelors degree? Even if he cannot be eligible for reimbursement he is excited to get underway for his masters degree. Thanks in advance to anyone who might help clarify this for me.
