Increase a denied claim?

So some claims have been denied. I was curious if i can request an increase to a condition that was considered "not service connected ". I'm filling for an increase and its on the list so it's confusing. Do I have to make a supplements to get it a rating or go straight to an increase if i had the proper documents for it.
