Does the VBA has access to VHA records without needing permission from the Veteran?

I submitted a claim for PTSD near the start of August.

I received a request for a 21-4142 and a 21-4142(a) from the VA, regarding treatment records from a provider which I’d mentioned in my personal statement. I submitted those treatment records directly after requested, versus submitting the 21-4142/21-4142(a).

My remaining question is whether or not the VBA needs those forms, to access my treatment records with the VHA and from my VA Psychiatrist and CPT therapist? Just anxious and trying to make sure they’ve got all of my records at this point.
