Va debt due to not verifying dependents

Long story short. The va requested I verify my dependents. I didn’t and they dropped them. Then created a debt for all the money extra I received with my disability for them which is 20,000. They have been taking 600 a month from my disability for about a year. I have now got them put back on as dependents but they still have me paying the debt. What do I need to do to get that canceled. I’ve called and talked with my Vso and no one knows. And it is outside of the year to appeal.
