Why is the VA making my do X-rays for things I already have MRIs for

Can someone explain why VES and the VA are making me get XRays for things I have positively diagnosed from MRIs & are definitely in my service record? (both the DX and the MRIs are in my STR) Isn't that like saying we don't want a 20/20 view we prefer a worse 20/100 view?

Trying to figure out the purpose behind the time waste here. My back fracture will pop on both MRI and X-ray but my nerve tumor in my foot will not and only pops as a signal on the MRI.
