Wondering about the difference between 100% and 100% P&T

Hey all, I’m currently rated at 60% but waiting for an increase of anything (likely less than 100%) but curious what the difference is between 100% and 100%p&t aside from the benefits difference and the obvious never getting checked again. Mainly, if you’re 100%, why aren’t you 100% p&t? Is there a necessary percentage total to accomplish the p&t status?
