ID card to get on base

Has anyone else had trouble getting an ID card using their 100% unemployability pt to get on base? I went onto an Air Force base today to get one and everyone insisted that they cannot give me an ID because their system doesn’t allow them if it doesn’t strictly state just 100%, even though I presented the VA letter that said I was being paid at 100% unemployability.
