30% is Eligible for VA Healthcare?

Going through my benefit letters the VA is statingI have access to all the VA medical services anywhere in the country even though I am only at 30%. I thought you needed to be at least 50%. Am I wrong? Also, does this mean I can ditch my regular insurance I get through my job? I have not heard the greatest things about VA healthcare, but if I can save $300/month...
