Questions about menieres secondary to tinnitus

Good morning fellow vets!

I was awarded 10% for tinnitus in 2005 when i left active duty. Did 6 years as a reservist after that. 2 years after leaving the reserves, I was diagnosed with MD. I never filed a claim for MD due to unknown causes of MD. Fast forward 10 years, I'm in the beginning stages of MD in my other ear.

I've seen many appealed claims and read testimonials that the VA has awarded claims for menieres as secondary to tinnitus. Ive found studies from other countries that link many ear problems, inclusing menieres to jp-8 exposure. When I asked my ENT for a nexus letter, he said no. His reasoning is that MD causes tinnitus, not the other way around and there isn't published data to support a nexus between MD and jp-8 exposure. When I explained the whole secondary thing that the VA has been approving, he still said no. All he is going to do is write a letter stating that I have full on MD in one ear and in the beginning stages in the other.

So the questions are: 1. Do I find another ENT who will write a nexus letter linking MD to tinnitus? 2. File secondary to tinnitus with the medical records I have from the last 10 years of treatment along with his letter and see where it goes? 3. File for MD on its own under the pact act and due to Jp-8 exposure (bathed in that crap almost weekly)?

I'm not exactly sure which way to go.
