At what point should the VA Hospital/Clinic stop sending claims to my private Healthcare for payment?

I am 90% disabled and I am still seeing claims from the VA to my private Healthcare. I know the rule is if it isn't service connected, that's the protocol, However, is there a point at a percentage of disability that this should stop? Is there no stop gap? Could one of you brothers or sisters enlighten me if I am missing the picture here? Thanks!
