So I have been denied 2 times already and I have provided documentation from the m28c, title 38, and the memo stating ppl being removed as a requirement. I have utilized the va chain of command and filed for a congressional review. All coming back with negative results. Now I am filing an appeal and wondering if it’s worth it to file with a different regional office? If so which state have you guys been approved in? Thank you so much in advance.
