Anyone claimed their TSP or retirement early?

Hey all, I recently separated back in September and am using my GI Bill currently so housing and schooling is paid for. I am a manager at a store already but am still barely making it by, my sister who is active suggested I cash in my retirement and of course get penalized the 20% for taking it out early. I had a buddy that only did 3 years and got about 7K back, I ended up doing 7 years and am leaning towards cashing it and getting my money back from it. I joined in 2016 and I think maybe a year later they were changing to the Blended Retirement, and I cannot for the life of me remember wether I was under the old TSP or the Blended, and being a 18 year old kid didn’t really pay much attention either. (Really wish I payed more attention because now it matters lol) does anyone know who I can get in contact with or website or anything as to how to start the process or anything? If so please reach out or comment on here thank yall!
